Symptoms:
When right-click on the desktop bringing up the display properties box the tabs are missing.
You can use CTR-TAB to switch between tabs, but no tabs are visible.
The “customize desktop” buttons is beyond the bottom border of the window.
My Fix (fixed the problem for me):
I ran two commands from Start-Run:
regsvr32 themeui
regsvr32 /i shell32
